Singapore tops this list with an outstanding reputation for a clean government with the least amount of corruption globally, strong institutions, and long-term policy planning. The country’s leading score of 0.62 reflects high marks for all of the above.
Additionally, the 2026 index is dominated by smaller European nations filling the top 10 alongside Singapore. For instance, Switzerland and Denmark take second and third place respectively, followed by Cyprus in forth, and Sweden in fifth. Each country is credited with strong records on social protection, climate policy, and international norms.
